Huang Jingping, law professor at Renmin University, said the new regulation is a judicial interpretation, further specifying crimes related to terror financing and drawing a clear-cut line between criminal and non-criminal acts. The regulation defined “financing” as offering monetary or in kind assistance to terrorists, or providing venues for terrorist activities.
