China fine-tunes law against terror financing

BEIJING -- China Tuesday outlined the prosecution standards for the crime of financing terrorism in a new regulation promulgated by the Supreme People's Procuratorate and the Ministry of Public Security.

The regulation outlined prosecution standards for 86 economic crimes.

Huang Jingping, law professor at Renmin University, said the new regulation is a judicial interpretation, further specifying crimes related to terror financing and drawing a clear-cut line between criminal and non-criminal acts.

The regulation defined “financing” as offering monetary or in kind assistance to terrorists, or providing venues for terrorist activities.

The financing of terrorism was criminalized in 2001 with penalties of up to five years imprisonment, fines and confiscation of property.
