Riots and ethnic violence in the region's capital, Urumqi, in July left nearly 200 people dead and the Turkic Muslim region remains on edge over a recent string of mysterious needle attacks in public places. The explosion at first raised concern because it came less than a week before the 60th anniversary of communist China's founding on Oct. 1, with security tight ahead of the planned celebrations.
