Enterprises that want to join the program must file proposals and promise to retain 90 percent of the trainees after the programs end. At a press conference to announce the scheme, CLA Chairwoman Wang Ju-hsuan said that according to a survey by the council, 783 companies had a total shortage of around 10,000 employees. The council launched the program to boost employment and help meet demand from employers for more highly trained employees, she added. Insurance, security, direct sales, funeral and cleaning industries, real estate brokers and human resource dispatch companies are not covered under the subsidy program. Training courses under the program will be divided into two types — those offered by enterprises and by the council's vocational training centers. Enterprises that use the council's training centers must pay their trainees NT$10,368 per month, with NT$5,000 coming from the government. Employees in training courses organized by individual employers will receive NT$17,280 a month, with the CLA paying NT$12,000 and the employers paying the remainder. The endeavor represents the government's latest effort to cut Taiwan's unemployment rate, which stood at 5.2 percent in July. Premier Wu Den-yih has put his job on the line, saying he'll quit if the jobless rate does not drop to below 5 percent by the end of the year.
