Three people drowned in Hanoi, including two children walking home from school, and another person was killed by lightning. Many people were stranded on their way home from work, unable to make their way through the inundated streets. “The water is up to my chest,” said Tran Thi Men, 34, who works for an international nonprofit agency. “The streets are like rivers. I’ve never seen so much rain in my life.” Earlier this week, flooding killed 20 people in the central provinces of Quang Ngai, Ha Tinh and Nghe An. Eleven people were killed in the worst-hit province of Nghe An, provincial disaster official Nguyen Duc Duong said. Four school children were swept away while walking home from school. In Ha Tinh province to the south of Nghe An, six people were killed in the floods, disaster official Ha Duc Tro said. Bui Duc Thai, an official in Quang Ngai, said three people were killed there, including a 2-year-old boy. By Friday, the rains in the central provinces had begun to ease.
