Philippine death toll rises, as new storms brew

MANILA, Philippines — Rescuers pulled more bodies from swollen rivers and debris-strewn streets Tuesday to bring the death toll from massive flooding in the northern Philippines to 240, while two new storms brewing in the Pacific threatened to complicate relief efforts.

The homes of nearly 1.9 million people in the capital and surrounding areas were inundated by flooding unleashed when Tropical Storm Ketsana tore through the region over the weekend, the National Disaster Coordinating Council said Tuesday. Nearly 380,000 people have sought shelter in schools, churches and other evacuation centers.

Overwhelmed officials have called for international aid, warning they may not have sufficient resources to withstand two new storms forecasters have spotted east of the island nation in the Pacific Ocean. One could hit the northern Philippines later this week and the other early next week, although meteorologists say that could change.

Ketsana, which scythed across the northern Philippines on Saturday, dumped more than a month's worth of rain in just 12 hours, fueling the worst flooding to hit the country in more than 40 years.

Troops, police and volunteers have already rescued more than 12,359 people, but unconfirmed reports of more deaths abound, Defense Secretary Gilbert Teodoro said.

He told a news conference that help from foreign governments will ensure that the Philippine government can continue its relief work.

"We are trying our level best to provide basic necessities, but the potential for a more serious situation is there," Teodoro said. "We cannot wait for that to happen."

Authorities announced Tuesday that a dam in northern Bulacan province had to release water for the second time in days in order to prevent a spill and urged villagers downstream to expect rising water levels.

Even the country's communist guerrillas said they would hold off on assaults and help villagers recover from the storm.

The extent of devastation became clearer Monday as TV networks broadcast images of mud-covered communities, cars upended on city streets and reported huge numbers of villagers without drinking water, food and power.

In Manila's suburban Marikina city, a sofa hung from electric wires.

Since the storm struck, the government has declared a "state of calamity" in metropolitan Manila and 25 storm-hit provinces, allowing officials to use emergency funds for relief and rescue.

Resident Jeff Aquino said floodwaters rose to his home's third floor at the height of the storm.

Aquino, his wife, three young children and two nephews spent that night on their roof without food and water, mixing infant formula for his 2-year-old twins with the falling rain.

Rescuers pulled a mud-splattered body of a woman from the swollen Marikina river Monday. About eight hours later, police found three more bodies from the brownish waters.

The United States has donated $100,000 and deployed a military helicopter and five rubber boats manned by about 20 American soldiers from the country's south, where they have been providing counterterrorism training. The United Nations Children's Fund and the World Food Program have also provided food and other aid.

Why do you have to compare Taiwan to the Philippines? Morakot dumped 2 meters or one year equivalent of rain to the south, the Philippines only got around 50 cm or one month equivalent, that’s the big difference. If it's the other way around, I don't think the Philippine will have a chance. And you still want us to learn from them. What about the looting, what about the fast response you say by the Philippine government wherein there is only to rubber boats available for rescue. Please read the news before you give your unworthy comment.

See the big difference? Not the typhoon's rainfall of 50cm compare to 2.0m....It's the attitude of the people. There are rubber boats, army rescue and so forth.. The victims in southern Taiwan are wailing, asking for help and what do you see/do? Looting is what you saw and do! Yes, that's you. The picture I saw is not only from China Post, but elsewhere from the internet and cable TV news. It makes I feel sad about many calamities in many places in last few decades. It is better for you to keep your comment to yourself because it's the reflection of your ugly self. It's very embarrassing to see someone like you that have no compassion.

This is the worst comment I read. Your unworthy comment really showed your real personal attitude is selfishness who only care about the 2.0m rainfall and looting. Open eyes as well as your heart. Try not to propagate because it doesn't help. Keep to yourself.

Yes, Taiwan has a good government and advanced (?), I don't know what you mean. A bunch of government officials grouped together at the rescue center, every time TV reports showed that they are very tired and sleepy. Does the government need to do this? The August 8th incident won't happen if government officials took action faster than they were. Some went to haircut, many went to celebrate Father's Day and one man was asked: "Is that really serious?" It also happened during Chen Administration and also now. In the 1950's, the Philippines was once a very "developed" country in Asia after Japan, because of relax attitude and corruptions, the whole country decline, slipped into bottom. I just don't want to see Taiwan travels the same path.

All sort of calamities especially earthquakes and typhoons struck the Philippines every year. We cannot prevent these from happening, but what we can do is minimize the number of casualty. I am also telling you to change your little mind, look beyond Taiwan and see big the world is.

How sad to see so many Taiwanese people making ignorant and racist comments. Yes, there are some serious organizational problems in the Philippines, but Taiwan has exactly the same problems - corruption, poor planning and inadequate engineering - they're just better hidden because Taiwan has more money to throw around. I especially don't like hearing Taiwanese people talking about "DUMB" south-east Asian people: this is a nation where thousands of people die on the roads every year because nobody can be bothered to learn to drive, but (most) foreigners try to avoid using that word because it's obviously incorrect (bad driving, for example, is a problem with education, road planning, and law enforcement, not stupidity). People across the world all have their own unique ways of being "dumb"; we all have a lot to learn from each other.

After I posted the first comment, 4 more typhoons swept across the Philippines. Still, Filipino is tougher than you might think, in both physically and mentally. However, the disaster I am seeing now are the comments above. Sometime, we can not prevent distasteful comments from someone. Omission or ignore their insignificant world is the best answer. Learn to be compassionate and try to live with each other peacefully for I fear and love God.

How do you know that I can't even afford a house in subdivision, do you even know anything about me??? And, do you know anything about Taiwan?? I say all those things because I am here in the Philippines, I experienced all those I said, but did you?? You said all those shit with proof, if you have been to Taiwan, you would know that a 50 square meter room in an apartment is equivalent to the price of three houses in Ayala Alabang. And plus, why will I act gentle in front you who has no brain to think. Your living proves that a man can live without a brain.
