Updated Tuesday, October 25, 2005 0:00 am TWN, BEIJING, Bloomberg China military to open site to private biddersThe Web site, to open on Nov. 1, will allow the public to view announcements, news and calls for public tenders in 21 product categories ranging from battlefield weapons to livestock for feeding troops, the newspaper said. “This new Web site is essentially China’s answer to U.S. Defense Secretary (Donald) Rumsfeld’s longtime criticism of PLA defense spending not being transparent,” Philip Yang, a defense analyst at Taipei-based National Taiwan University said in a phone interview. China’s military opened its procurement process to private contractors earlier this year. The PLA previously bought exclusively from military-owned factories. The military will spend US$30.2 billion this year on payroll and procurement, it said in March. The PLA’s General Logistics Department will oversee the site, the newspaper said. The site will work with seven regional trading and procurement centers around the nation to handle transactions. China has the world’s largest military with 2.3 million troops.
